What connotations of "Vayikra be'Shem Hashem"?

Rashi (citing Targum Onkelos) and Targum Yonasan: It means that Moshe called out in the Name of Hashem.

Rashbam: It means that Hashem called out (as He passed Moshe) by His Name. 1

Seforno: Hashem, mentioned earlier in the Pasuk, called out the Name of Hashem (His Divine Attributes).

4.

Da'as Zekenim and Hadar Zekenim (in 33:21): It means that Hashem informed him with which name He will go with him (in the desert).

What is the meaning of "va'Yisyatzev Imo Sham"?

Moshav Zekenim: It means that Hashem showed Moshe how Yisrael stand and the Shali'ach Tzibur reads the thirteen Midos. 1

This implies that the Shali'ach Tzibur alone recites them. But it is not the custom.
