Why does the Pasuk insert the phrase "Ki Ani Hashem Elokeichem "?

Rashi and Seforno: To teach us that Hashem is the G-d of everyone, that He assigns His Name to the Geirim just as He assigns it to us.

R. Bachye: It implies that if one does not live by the laws of the Torah, it is as if he took himself out of the sphere of Elokim, and denied Hashem ? 1 because the entire world depends on Dinim, which Hashem handed down exclusively to Yisrael. 2
