Who will eulogize and lament?
Radak #1: The Navi discusses himself. He will eulogize and lament the Churban of Eretz Yisrael and the Galus of Yisrael.
Radak #2: The Navi speaks on behalf of Yisrael who will be exiled. Targum Yonasan is like this.
What is "Sholel"?
Rashi #1: It is going crazy amidst panic, like "Eshtolelu Abirei Lev" (Tehilim 76:6), "v'Sar me'Ra Mishtolel 1 " (Yeshayah 59:15).
Rashi #2: It is like Shogeh (erring), like "Lo Sashleh Osi" (Melachim II, 4:28), "Al ha'Shal" (Shmuel II, 6:7), "Di Ye'amar Shalu" (Daniel 3:29).
Radak #1: It is an adjective. Its grammatical form is like Olal. He is stripped of his garments ? others removed them. "V'Arum" repeats the matter. Malbim ? I will eulogize and lament until I go naked, like one who goes naked amidst lunacy.
Radak #2: He is stripped of his Da'as, like one who is crazed amidst great affliction. So they explain "Molich Yo'atzim Sholal" (Iyov 12:17).
Rashi: The Tov in "Eshtolelu" and "Mishtolel" are due to Hispa'el conjugation. When the first letter of the root is Samech or Shin, the Tov appears after that letter.
What are "Tanim"?
Rashi (Yeshayah 34:13): It is an evil beast.

What is "Misped Tanim v'Evel ki'Vnos Ya'anah"?
Radak: Tanim (refer to 1:8:3:1-2) and ostriches, their voice resembles lamenting and eulogy. Metzudas David ? they constantly scream in a bitter voice.
