In Ninveh, they needed to make a fast [due to lack of rain] after Pesach. They came and asked Rebbi. He told them "go do so, just do not change the formula of Tefilah.''

Question: Where do they say (request rain)?

Answer #1: R. Yirmeyah wanted to say in Shome'a Tefilah.

Objection (R. Yosi): Didn't R. Ze'irah issay in the name of R. Chunah that if one did not request in Birkas ha'Shanim, or he did not mention in Techiyas ha'Mesim, he says it in Shome'a Tefilah, and Rebbi told them "go do so, just do not change the formula of Tefilah''?! (Since sometimes in winter we say it in Shome'a Tefilah, to say it in this Brachah in summer is changing the formula of Tefilah.)

Question: According to R. Yosi, where does he say it?

Answer #2: [The Shali'ach Tzibur] says it in the six Brachos that he adds [on a fast].

Question: This is for a Tzibur, which has six [added Brachos]. An individual, who does not have six [added Brachos, where does he say it]?

Answer (and defense of Answer #1 - R. Chinena): Didn't R. Ze'irah say in the name of R. Chunah that an individual requests his needs in Shome'a Tefilah? This is his needs!

If one prayed and does not know what he mentioned - R. Yochanan said, [within] all 30 days [from when we began or ceased to mention], the Chazakah is that he said like he was used to. From now and onwards, [the Chazakah is that he said] what he needs to say.

(R. Ba citing R. Chunah): The two days of Yom Tov (Shemini Atzeres) of Chutz la'Aretz - he mentions [rain] in Musaf (on first day Yom Tov), but does not mention in Minchah (lest it is really the seventh day), and not in Ma'ariv and Shacharis [of the ninth day], and he mentions in Musaf (and then does not cease).

(Chananyah the nephew of R. Yehoshua): In Chutz la'Aretz, the custom was not like this. Rather, [they do not request] until 60 days into (after) the Tekufah (the fall equinox, when the sun rises due east).

(Shmuel): The Halachah follows Chananyah the nephew of R. Yehoshua.

Support (Beraisa): What does this discuss? It is in Eretz Yisrael, but in Chutz la'Aretz, everything is according to [the need for rain based on] the season and the circumstances.

This refers to rain, but dew, if he wants to mention the entire year, he mentions.

R. Yehoshua: Since rain is not a Siman of Brachah during Sukos, why should one mention it?

R. Eliezer: He says only Mashiv ha'Ru'ach u'Morid ha'Gashem in its time. In [rain's] time, it is dear like Techiyas ha'Mesim.

(R. Yosah): I am astounded. How do Rabanan compare rainfall to Techiyas ha'Mesim? They are different! A person always wants to the dead to live, but one does not always want rain to fall!
