ARE HANACHAH AND KERI'AH ME'AKEV? (Yerushalmi Bikurim Perek 1 Halachah 5 Daf 4a)

(R. Yochanan citing R. Hoshayah): Hanachah (placing Bikurim on the ground of the Azarah, next to the Mizbe'ach) is Me'akev. Reciting is not Me'akev.
åäà úðéðï äàåëì áéëåøéï òã ùìà ÷øà òìéäï.
Question (Mishnah): One who eats Bikurim before reciting over them [is lashed]!
øá äåùòéä øá éäåãä [ãó ã òîåã á] áùí ùîåàì ãøáé ò÷éáä äéà.
Answer (R. Hoshayah citing Rav Yehudah citing Shmuel): That is like R. Akiva (but Chachamim hold that reciting is not Me'akev).

Question (R. Yosi): Which teaching of R. Akiva [shows that reciting is Me'akev]?

Answer (R. Mana): I heard my father (R. Yonah) teach 'Hanachah is Me'akev. Reciting is not Me'akev. R. Akiva says, reciting is Me'akev.

Question (R. Yakov bar Acha citing R. Lazar): Why did they say that Hanachah is Me'akev?
îôðé ùäéà ðåäâú áëì.
Answer #1 (R. Yakov bar Acha citing R. Lazar): It is because it applies to all [who bring Bikurim].

Answer #2 (R. Tanchuma citing R. Huna citing R. Lazar): It is because the Torah taught it twice.

(R. Aba Mari): These two [reasons said in the name of R. Lazar do not argue]. One is according to R. Yehudah, and one is according to Rabanan;
çãà ëøáé éåãä ãøáé éåãä àîø ìöåøê ðùðéú îôðé ùäéà ðåäâú áëì.
One is like R. Yehudah, for R. Yehudah said, it was repeated for a need. [He must hold that it is Me'akev] because it applies to all;

According to Rabanan, that they say that it was repeated without need, [it is Me'akev] because it was repeated.
