HOWMUCH CAN WE ADD TO A CITY? (Yerushalmi Perek 5 Halachah 1 Daf 31a)

ר' יעקב בר אחא רבי יסא בשם רבי יוחנן מאיכן מעברין כנגד השקוף עד אלפין אמה.

(R. Yakov bar Acha citing R. Yosa citing R. Yochanan): [Up to] where are we Me'aber [add to the city] corresponding to the extension? It is up to 2000 Amos [from the city itself].

R. Yosah (to R. Yakov bar Acha): Presumably, this is only corresponding to Pagum (lone isolated houses), but corresponding to the city, even much [more than this]!

Note: A house within 70 Amos of the city extends the city. A chain of isolated houses, each 70 Amos from the previous, can extend the city more than 2000 Amos. Even though the houses are part of the city, R. Yosah projects to extend the city [corresponding to these houses] only up to 2000 Amos. However, if a dense city is shaped like two adjacent sides of a square, each e.g. 2500 Amos long, he projects corresponding to both sides and extends the city to fill the entire square, even though the corner (that is not part of the city itself) is 2500 Amos from the city. So I understand HA'GAON RAV C. KANIEVSKY, SHLITA. It is not clear what is the dividing point between isolated houses and a dense city.

R. Yosah: [If so,] why did you say "Shakuf'' (which includes an extension of the city itself)? Say "Pagum'' (to teach that it applies only to isolated houses)!

(Rav Nachman): We are Me'aber [without limit, even] to the end of the country.

Support: R. Shimon holds like this, for R. Shimon ben Yochai said "I can arrange that people may walk from Tzur to Tzidon, or from Tiverya to Tzipori, through caves and shacks.''

Question: [If we were Me'aber due to Pagum, and there is another Pagum within 70 Amos and a fraction of the Ibur], do we add Pagum to [what was added due to] Pagum?

Answer: Reish Lakish's words show that we add Pagum to Pagum;

Note: Each of the following was considered to be within 70 Amos and a fraction of the previous. Tiverya; graves; a stadium; launderers' houses; Beis Ma'on. The inference will be explained. We assume, without any basis, that these were west of the south part of Tiverya, merely to simplify the explanation. The same applies if they are in any other direction.

(Reish Lakish): I can arrange that Beis Ma'on be added with Tiverya. You view the stadium as if it were full of houses, and the launderers' houses are within 70 and a fraction of the stadium, and Beis Ma'on is within 70 Amos and a fraction of the launderers' houses;

ואין תמשח מן פיגמא לית נפשה דסיריקין בתוך שבעים ושיריים ואין תימשך מן פחורתה נפשה דסיריקין בתוך שבעים ושיריים.

If you measure from the Pagum (the westernmost extension of Tiverya in the south), the robbers' graves are not within 70 and a fraction. If you measure from Pachortah (the westernmost extension of Tiverya in the north, and project this to the south), the robbers' graves are within 70 and a fraction. (The Heter to add Beis Ma'on depends on adding the graves to Tiverya, i.e. we add Pagum to Pagum.)

Question: Do we give an Ibur for an Ibur? (After we extend a city due to a shack within 70 Amos, do we give another 70 Amos before measuring 2000 Amos for the Techum?)

Question: This is obvious! R. Shimon ben Yochai's words show that we give an Ibur for an Ibur!

Answer: Here [we ask about] walking (after the last addition to the city, do we permit another 2070 Amos). Here (R. Shimon's teaching) discusses Ibur (how far we extend the city. We explained this like HA'GAON RAV C. KANIEVSKY, SHLITA.)

(R. Acha): R. Chiyah Ruba and Bar Kapara argued. One said that [we can add more than 2000 Amos] to a big city, but for a small city, the excess may not exceed the primary [city];

וחורנה אמר בין גדולה בין קטנה (דו ואלפים) [צ''ל דין אלפים - רא''ש]

The other said that whether big or small city, the law is [up to] 2000.

(R. Pinchas): A case occurred in which an elder Talmid learned the law of Ibur [of cities] for three and a half years, and he was Me'aber the Galil. He did not have time to be Me'aber the south before the opportunity was lost (due to Romi).
