MORE THAN IS NEEDED FOR SHEMIRAH (Yerushalmi Halachah 4 Daf 32b)

פרתו של רבי אלעזר בן עזריה היתה יוצאה ברצועה שבין קרניה שלא ברצון חכמים.

(a)

(Mishnah): The cow of R. Elazar ben Azaryah used to go out with a strap between its horns. Chachamim disapproved.

רבי בא ורבי שמואל תריהון אמרין דברי חכמים אפילו להימשך בה אסור.

(b)

(R. Ba and R. Shmuel): Chachamim forbid [a strap] even to lead it through it.

ר' בא בשם שמואל אם היתה קרניה קדוחה מותר.

(c)

(R. Ba citing Shmuel): If its horn was carved [so the strap will be fixed in it] it is permitted.

א''ר יוסי קשייתה קומי ר' בא ומר לא תנינן אלא הנקה בחטם.

(d)

Question (R. Yosi, to R. Ba): Does my master not learn in our Mishnah only a Nakah (white, or female camel) may go out with with an iron ring [but other animals may not go out with excessive Shemirah]?

רבי זעירא בשם שמואל שור שעיסוקו רע יוצא בפרומביא שלו. ורבותינו שבגולה נהגו כן.

(R. Ze'ira citing Shmuel): A bad (dangerous) ox may go out with its bit. Our Rebbeyim in Galus (Bavel) did so.

רבי לייא רב יהודה בשם שמעון בר חייא כלב יוצא בסוגר שלו.

(f)

(R. Liya citing Rav Yehudah citing Shimon bar Chiya): A dog may go out with its Soger (a rope tied in its mouth).

אם (להכות) [צ''ל לחכות - פני מאיר] בו אסור. אם בשביל שלא לאכול אפסרו מותר.

(g)

Limitation: If it is to stop it from biting, it is forbidden. If it is lest the halter consume (cut its flesh), it is permitted. (We explained this like PNEI MOSHE.)
