SUMMARY

1. One is not allowed to dedicate items to Hekdesh nowadays because there is no Beis ha'Mikdash.
 
2. The Mishnah describes the text of the confession recited by the Kohen Gadol over the Se'ir la'Azazel.
 
3. The Kohen Gadol then gives the goat to the person who takes it to the cliff.
 
4. The goat is brought to the cliff, even if bringing it there requires desecrating Shabbos and Yom Kippur.
 
5. There is a dispute about whether a person is liable for carrying a living being on Shabbos.

A BIT MORE

1. If one does so, the items must be destroyed. For example, if fruits were dedicated, they should be left to rot so that they cannot be used.
 
2. He confesses the sins of the nation and asks Hashem to forgive them, as it states in the Torah that Hashem forgives Bnei Yisrael on Yom Kippur. After he says the explicit name of Hashem, everyone bows down and says "Baruch Shem Kevod...."
 
3. Although any Jew is permitted to take the Se'ir la'Azazel to the cliff, the Kohanim ensured that it was done by a Kohen. Rebbi Yosi relates that once a Yisrael named Arsila took it.
 
4. The Gemara explains that even if the goat is sick and cannot walk, the person may carry it, because the verse says that this Mitzvah overrides Shabbos.
 
5. The Tana Kama: He is liable. Rebbi Nasan: A living being carries itself and therefore one is not liable for carrying it on Shabbos. However, Rebbi Nasan agrees that a sick living being does not carry his own weight, and, therefore, one is liable for carrying it/him on Shabbos.
