Explanation #1: These are houses of idolatry. They are called Teratariyos, an expression of disgrace. Karkasi'os is a privy in Arabic.

וקשה לומר שאותן מקומות מטונפות יכול ללמוד שם תורה

אלא ודאי לשממה יהא במהרה בימינו

Explanation: If they read the four Parshiyos in Adar Rishon, for they still did not know that they need to be Me'aber (make a second Adar), and later they were Me'aber the year, they need not read them in Adar Sheni.

Explanation: It seems that he infers from the extra [clause in] the Mishnah that all Mitzvos that apply in the Sheni apply in the Rishon. This implies l'Chatchilah.

Custom: Some have the custom to make days of Mishteh and Simchah on the 14th and 15th of Adar Rishon.

Support: The flow of our Mishnah connotes like this. It says [the two Adars differ] "only [regarding] Mikra Megilah and Matanos Aniyim."

Inference: Regarding Mishteh u'Simchah, they are the same.

ולא נהירא דהא אמרינן בגמרא הא לענין הספד ותענית זה וזה שוין מכלל דשמחה ומשתה ליכא

Rejection: We say in the Gemara "regarding eulogies and fasts, they are the same. This implies that there is no Mishteh u'Simchah [in Adar Rishon].

דע"כ לא תליא הא בהא דאי תליא הא בהא לאשמעינן דמשתה ושמחה נהגו בהו וממילא נאסר בהספד

Support: You are forced to say that they do not depend on each other. If they depended on each other, the Gemara should have taught that Mishteh u'Simchah apply [in Adar Rishon], and automatically eulogies are forbidden!

דהא הימים האמורים במגילת תענית האסורים בהספד אין בהן משתה ושמחה

The days in Megilas Ta'anis on which eulogies are forbidden have no Mishteh u'Simchah.

וכן הלכה שאין צריך להחמיר לעשות משתה ושמחה באדר הראשון.

Answer #1: Some say that Ein Ma'avirin Al ha'Mitzvos applies only when there are two Mitzvos to do. He should do first the one that he encounters first;

וזה אינו דהכא ליכא אלא מצוה אחת ואפילו הכי מפרש הטעם משום דאין מעבירין

Rejection: Here (Mikra Megilah) there is only one Mitzvah, and even so we say that the reason [to do it in Adar Rishon] is Ein Ma'avirin!

Answer #2 (Rabbeinu Yehudah): If not for the verse, one might have thought that Ein Ma'avirin l'Chatchilah, but b'Di'eved it is permitted;

We need the verse to forbid [even] b'Di'eved.

אי נמי נראה התם דמטעם דאין מעבירין לא חזינן אלא דכל מערבי של מזבח כשר אבל יסוד לא חזינן דצריך

Answer #3: There, due to Ein Ma'avirin, we would know only that the entire western side of the Mizbe'ach is Kosher, but we would not know that we require the Yesod;

משום הכי איצטריך קרא לאשמועינן יסוד.
