(1) According to Rashi, the Mechitzah begins on the ground of the well and it divides the entire depth of the water, from the surface of the water until the floor of the well. According to Tosfos (DH Tzarich), the Mechitzah begins at the surface of the water (actually, one Tefach above the surface) and descends ten Tefachim downwards into the water.
(2) "L'Matah Mamash" One Tefach of the Mechitzah must reach beneath the surface of the water as well (as explained by Yakov Karchina'a).
(3) "L'Ma'alah Mamash." This is the Halachah, according to Rav's opinion that a "hanging Mechitzah" ("Mechitzah Teluyah" is valid when it is over water.
