(1) This applies only when the deserted city has Mechitzos. If its Mechitzos have fallen, then he may only walk 2000 Amos no matter whether he put his Eruv there or he was standing there himself.
(2) When he was there at the onset of Shabbos, he may walk throughout the entire city (plus another 2000 Amos) in every case, as is clear from the chart. Even if he was resting in a place surrounded by Mechitzos which was not a city, for example a cleared area in a field surrounded by stalks of wheat, he may also walk through the entire cleared area and another 2000 Amos (RASHI, DH Afilu Yeshuvah, based on the Gemara earlier, 15a).
