MATTERS OBLIGATED IN CHALAH AND EXEMPT FROM MA'ASEROS (Yerushalmi Chalah Perek 1 Halachah 3 Daf 5b)

(Mishnah): The following are obligated in Chalah and exempt from Ma'aseros - Leket, Shichechah, Pe'ah, Hefker, Ma'aser Rishon from which its Terumah (Terumas Ma'aser) was taken, or Ma'aser Sheni or Hekdesh that was redeemed, excess [barley harvested for] the Omer [that was not used for it], and grain that did not grow a third;

R. Lazar says, grain that did not grow a third is exempt from Chalah.

The following are obligated in Ma'aseros and exempt from Chalah - rice, millet, poppy, sesame, legumes, and less than five Reva'im of grain, Sufganim (a soft dough), Duvshanim (bread kneaded with honey), Iskritin, Chalas ha'Meshares (dough scalded in water), and Meduma (a mixture of Terumah and Chulin) - they are exempt from Chalah.

(Gemara) Question (R. Hoshayah, to Kahana): What is the source that they are obligated in Chalah and exempt from Ma'aseros?

Answer #1 (Kahana): It says "Tarimu" and "Ken Tarimu" (to obligate in Chalah matters exempt from Ma'aseros).

Answer #2: He returned and said '[we learn] from the 14 [seven years of conquest of Eretz Yisrael and seven years of dividing it among the Shevatim]. Just like [during] the 14 they were obligated in Chalah and exempt from Ma'aseros, also these are obligated in Chalah and exempt from Ma'aseros.'

(R. Yochanan citing R. Yanai): This is one of the three verses that [their Drashos] are clear. "U'Va ha'Levi Ki Ein Lo Chelek v'Nachalah Imach" - what you have, and he does not have, you are obligated to give to him (Ma'aser Rishon from it). This excludes Hefker, which your Yad (rights to acquire it) and his Yad are equal in it.

Limitation: This is when [the Levi] did Miru'ach (final processing) and afterwards separated Terumas Ma'aser in it, but if he separated Terumas Ma'aser and afterwards did Miru'ach, we did not [say that he is exempt from Terumah Gedolah].

Limitation: This is when he separated [Terumas Ma'aser] from it (the Ma'aser he took), but if he separated [Terumas Ma'aser] from elsewhere, we did not say [that he is exempt, for then Terumah Gedolah is not a second Terumah from it].
