You say that it won't happen, but Rashi means that the second stage, Mitzuy, is not an absolute requirement. Theoretically, if there is no blood, there is nothing lacking, and it is not Me'akev b'Di'eved.
The key word is "veha'Nish'ar" ("that which is left"). It doesn't say, "Do Haza'ah and do Mitzuy." Only if there is something left, then do it.
