I think you are referring to the Vilna Ga'on's interpretation of the verses in Kol Eliyahu, beginning of Acharei Mos. But the Ga'on's words are based on a Toras Kohanim that is specifically addressing Aharon ha'Kohen. Other Kohanim Gedolim were not given that privilege.
