The third tosfos on daf 26b (DH Kometz) mentions a Gemoro in Pesochim 59b that says that as long as the eimurim are not offered (i.e., burnt), the meat does not become permitted to eat. This implies that the burning of the eimurim is the matir of the meat.

However, until now, I thought that the last of the 4 avodos, i.e., the offering (i.e., zrika) of the blood, is the matir that permits the meat to be eaten.

The burning of the eimurim comes after the blood.

Will the real matir please stand up. Is the blood the matir or is the eimurim the matir?

It's great to hear from you!

We can think of it as a chain of events. As the Rambam (in his commentary on the Mishnah, Zevachim 4:3) explains, it is the Zerikah of the blood that permits the burning of the Eimurim, and it's the burning of the Eimurim which in turn permits us to consume the meat.
