What are the differences betwen Lo yishvu ba'artzechah an the issur of lo shechanen? My understanding is lo yishvu is a issur to have going in Israel and lo sechanan is just a issur to sell them land. A nafka mina might letting goyim come to Israel (eg a nefeshbenefesh program for goyim). That would be a issur of lo yoshvu ba'artecha but not lo sechanen (because no one sold them any land). Of course selling a goy land will also be a isur of lo yishvu ba'artechah like we see in the Rambam. Is this true?

Also what does the Rambam mean when he says there is no lav of lo yishvu because its only when it yad takfu? He means ones? Alot of mitzas we cant do nowadays (like karbanonos) and the Rambam doestnt say anything?

Also it is in our power not to sell them land so why shouldnt someone be over lo yishvu baaretzechah if he sells a goy land in Israel?

2. The Kollel replies:

"Lo Sechanem" (Devarim 7:2) includes three things (see Rambam, Hilchos Avodah Zarah 10:1, 3, 4, and 6): It is forbidden to give them a free present, to sell them land in Eretz Yisrael, and to praise them or have mercy on them. See also Sefer ha'Chinuch, Mitzvah 94 and 426.

According to this, "Lo Yeshev b'Artzecha" is a repeat of point two. This is the view of the Ra'avad.

However, according to the Rambam, the verse "Lo Yeshev b'Artzecha" applies only when we are Takif, in control, and then it is forbidden to allow them among us, even to pass through the country. (It is not like Korbanos, which are always commanded to us, just we are in a state of Ones; here, the Mitzvah does not apply unless we are Takif).

Thank you for your response. I had a few follow up questions

1. According to the Rayvad if you sell land to a goy are you over one issur or two?

2. According to the Rayvad why do we need both a lav of lo yoshvu and lo sechanan?

3. What are the gedarim of lo takif? What I mean to say that nowadays it's lo takif to kick out the Nochrim (unless you want to start WW3), but it is takif to not sell them land. Does that mean according to the Rambam there is no chiyuv to kick them out but the is a issur of lo yoshvu to sell them land, or maybe once we can't migaresh them from Eretz Yisrael there is also no issur of lo yoshvu to sell them land in Eretz Yisrael? (I know it will still be assur b/c of lo sechanan but I am asking about lo yoshvu)

4. The Kollel replies:

First, the same Isur written twice is considered two Isurim.

Second, even if they are the same, many times the Torah writes more than once, like by disparaging a Ger, etc.

Third, I think Takif is a general situation and if it is not there, the Pasuk "Lo Yeshvu" does not apply at all, but I have no proof and I am only making a educated guess.
