why does Tosfos need to give a reason to explain makkos and shevuos coming after sanhedrin but before avodah zara if by each masechtah the gemara says that they are direct continuations of the previous masechtah?

Tosfos first explains that Rebbi inserted Avodah Zarah in Nezikin because the Gemara in Sanhedrin, which is an intrinsic part of Nezikin, discusses Avodah Zarah on Daf 60.
Then, to answer why Makos and Shevuos follow Sanhedrin and not Avodah Zarah, Tosfos explains that it is because they (Makos and Shevuos), like Sanhedrin, are an intrinsic part of Nezikin which, as we explained, Avodah Zarah is not.
