I once asked you how it works acc to the gemara if nochrim are actually mechuyav in mitzvos nowadays. One answer was that they are mechuyav because it's logical. You brought in a marei makom that says that anything that makes sense misvara, even though it's not in the torah, still a person is mechuyav in it. Do you know who says that and where I can find it, I was trying to find it and didn't remember where it was?

It is in Rabeinu Nisim Gaon's preface to the Shas. He proves it from the fact that the Nochrim were punished for various things in the Mabul even though they had not previously been commanded (even according to the opinion that Adam was commanded on these Mitzvos, they were not told the punishment). The Chizkuni (Bereishis 7:21) says the same idea without citing Rabeinu Nisim.
