When the gemara asks on amud bet that you should need two witnesses to say befanai lichtav ubfenai nehtam why is it only asking according to Rabbah and not Rava?

The Kollel replies:

The Gemara asks the same question on Rava later (3a). The Gemara merely had to ask each question separately because the basis for the question according to each opinion is different. The basis for the question according to Rabah is other testimony we find in the Torah, whereas according to Rabah it is based on the Rabbinic law of verifying documents.
