The Rambam says there are 207 aveiros that carry malkus. The 3rd perek discusses on a relatively small # of them. I read rashi, Rav, and Kahati. Can you please summarize the categories they discuss to help understand why only these aveiros are included in the perek. I know they say they are chiddushim. But what differentiates them from the rest of the 207? Thanks

I understand that Rashi (Makos 13a DH Eilu Hein) means to say the following.
Don't think that Chazal in the third Perek listed the exhaustive list of Aveiros that carry Malkos. Because if for a given Aveirah, the punishment of Malkos is obvious, then it would not have to be taught in the Mishnah at all. The reason for that is because the agenda of the Mishnah is not to just list all Halachic possibilities; it would be more accurate to say the Mishnah is trying to convey the basic principles and Chidushim underlying those laws. So the Mishnah only has to teach a limited number of cases.
The agenda of the Rambam, on the other hand, is in fact to teach us all of the distinct possibilities and the Halachic rulings pertaining thereto. That is why he gives us a much longer, exhaustive list.
