The gemara asks on 13b I Hachi Chayvei Aseh Nami and the gemara answers Im Lo Tishmor Kesiv u'k'D'Rebbi Avin Amar R' Ila'i Kol Makom she'Ne'emar Hishamer Pen v'Al Eino Ele Lo Ta'aseh. My question is that Rav Ila'i should of said another word which refers to a ìàå besides for these 3, and that is whenever the passuk uses a Lashon of Lo like Lo Tigzol that's also referring to a Lav so why didn't R' Ila'i Also mention that?

2. The Kollel replies:

The chidush here is that "Lo Tishmor" does not refer to positive Mitzvos. We might have thought that "Im Lo Tishmor"; "If you do not keep"; includes positive Mitzvos because one "keeps" positive Mitzvos. The chidush is that Tishmor and Hishamer are the same thing and that R' Ilai says that Hishamer means a negative Mitzvah, not a positive one.

R' Ilai said that Hishamer Pen and Al all refer to negative Mitzvos. That is not obvious because I might have thought that only Lo is a negative Mitzvah.

However there is no chidush involved in saying that Lo of Lo Tigzol is a negative Mitzvah, which is why R' Ilai did not mention that.
