In horiyos daf 10b It talks about tzaddikim having it good And reshaim having it bad.
It is similar to berachos on daf 7a That says a tzaddik that has it good is a tzaddik gamur.
What's the chiddush in this gemara if we have the same idea in berachos?

The Gemara here does not get into a discussion about Tzadik Gamur and Tzadik she'Eino Gamur, but rather brings two opposing opinions about whether Tzadikim can have material success in this world as well as gaining the World to Come. From the word "Ashrei" used here, it would seem that the Amora'im do not see this as happening to every person, and that is why a person is to be praised when this happens, either when he receives Yisurim which imply that he will enjoy the World to Come, or when he receives material wealth even though he is a Tzadik and will have the World to Come.
