The gemrara Rosh Hashana 32a quotes Rebbi as bringing the (asmachta) source from the torah for saying malchuyot on rosh hashana as the hekesh from Ani Hash-m Elokeichem to Ba'Chodesh ha'Shevi'i and rashi says that Ani Hash-m Elokeichem is a lashon of malchut as it implies Ani Adon Lachem. If this is true, my question is why does the phrase Hash-m Elokeinu that we say in brachos not count as Malchus for we know that a beracha must have Shem u'Malchus for it to be valid. We see from our gemara that the phrase Hash-m our G-d is a phrase of malchut and is the very source to say verses of malchuyot on rosh hashana! Why do we need to say Melech ha'Olam in a bracha?

Great question. I will offer an answer and you will decide if it answers the question.
It says "Ani Hash-m Elokeichem" many times in the Torah. Each time the words come to teach us something else (because to teach us that Hash-m is our G-d we would only need to mention once, if at all). That "something else" is generally learned out from the context. So, the question we had at hand on these Pesukim is, "What does it come to teach us this time?" The juxtaposition of "Ani Hash-m Elokeichem" and "uva'Chodesh ha'Shevi'i" teaches us that on Rosh Hashanah we should increase our understanding that Hash-m rules the world. How do we do that? We do that with Pesukim of Malchuyos. Thus, the names of Hash-m mentioned with the reference to Rosh Hashanah in pointed context teaches us that we should say Malchuyos on Rosh Hashanah. However, these words in themselves are not the explicit declaration that Hash-m is our King that qualifies for "Malchus" as in "Shem u'Malchus." Therefore, in each Berachah we must add "Melech ha'Olam." I hope this is a good answer.
