The Kollel replies:

There are many cases of Lo'Sa'aseh that are time orientated, such as all the prohibitions concerning Shabbos and Yom-Tov (such as "Lo Sa'aseh Kol Melachah" [Ki-Sissa] and all its branches), only as you correctly comment, it has no Halachaic significance, as women are always Chayav.
