The Kollel replies:
You are correct according to Rashi and Ibn Ezra (Shemos 21:6). However the Ramban (ibid.) explains that the word "Elokim" in this context does indeed refer to Hash-m, and I presume that the author of the Insights was taking this opinion into account when he wrote Elokim.
Obviously for practical purposes one must consult a competent Halachic authority to ascertain the correct ruling on this matter.
