Assumption: This is only in a place where there is no Chacham.

Rebuttal (Rabanan of Kisarin): It is even where there is a Chacham.

They said in front of R. Yosa that Rav Huna permitted a vow [alone]. R. Ze'ira asked R. Yosi, is Rav Huna Roshei Matos (qualified to permit alone)?

R. Yosi: If Rav Huna is not Roshei Matos, who is Roshei Matos?! Rav Huna is the greatest of Roshei ha'Matos! (Perhaps R. Ze'ira thought that Semichah is required. However, see RAN 78b DH b'Yachid. - PF)

Question: May one authorize Chachamim to rule about isolated matters?

Answer: We learn from the following. Rebbi authorized Rav to permit Nedarim and inspect stains (Dam Nidah);

After [Rebbi] died, Rav requested from [Rebbi's] son [permission to rule about] Mumim in Bechoros (when it has a blemish, one may eat it like Chulin).

Rebbi's son: I do not add to you [more permission] over what my father gave to you.

(R. Yosi bei R. Bun): [Rebbi] authorized [Rav] about everything - to judge alone, to permit Nedarim, to inspect stains and to see (rule about) blatant Mumim in Bechoros. After he died, he from his son [permission for] Mumim that are not obvious. He said, I do not add to you over what my father gave to you. (Rav was too proficient in Mumim. If he would permit Mumim that people did not recognize, they would extrapolate and permit similar matters that are true Mumim.)

Limitation: Even though you say that one may authorize Chachamim for isolated matters, he must be proper to rule about everything.

This is like R. Yehoshua ben Levi. He authorized all of his Talmidim, but he was pained about one [Talmid] who was stricken in one eye (his vision was impaired, so he could not inspect stains - ALEI TAMAR and HA'GAON RAV C. KANIEVSKY, SHLITA, Chagigah 1:8), so he could not appoint him.

Question: He should have appointed him for specific matters!

Answer: Rather, this shows that one who is proper for all matters, he is proper for one matter. One who is not proper for all matters, even for one matter he is not proper.

Question: May we appoint Chachamim temporarily?

Answer: We learn from the following. R. Chiya bar Aba came to R. Lazar, and said "appease R. Yudan the Nasi to write one letter for me [that I am worthy] of honor, and I will to go Chutz la'Aretz for income";

He appeased him, and he wrote "behold, we sent to you a great man, our Shali'ach, and he is [proper to rule] like us, until he comes [back] to us. (This shows that one may appoint temporarily.)

(R. Chizkiyah citing R. Dostai citing R. Aba bar Zamina, and some say that in the name of R. Dostai the elder): He wrote 'behold, we sent to you a great man, that he is not ashamed to say "I did not hear it".'

Question: May one permit vows with Palonas (a head covering, or must he wear specifically a Talis)?

Answer (R. Avahu citing R. Yochanan): We permit with Palonas. R. Yehoshua ben Levi permits with Palonas.

(R. Huna citing R. Yirmeyah): This is [only] in a place where there is no Talis.

(R. Yosi bei R. Bun): This is [only] for simple vows [that are permitted through mere regret of the vow itself].
