(1) The Halachah follows the opinion of Rebbi Yosi, except that we recite Birchas Kohanim during Minchah on a Ta'anis (except for Yom Kipur, when Minchah is recited early in order to recite Ne'ilah while it is still day), when Minchah is recited close to sunset. When Minchah is recited that late, it is comparable to Ne'ilah, and Ne'ilah does have Birchas Kohanim according to Rebbi Yosi. (Gemara)
