(1) Even 100 X 3.9 Tefachim is considered a Mekom Petur (RAMBAM, Hilchos Shabbos 14:7).

(2) This applies also to all areas of public thoroughfare that are not 16 Amos wide, or to areas of a public thoroughfare that are had to access (such as a "Keren Zavis"). There is also another type of Karmelis which is really a Reshus ha'Yachid, mid'Oraisa, but the Rabanan decreed that carrying four Amos in it is forbidden, as well as carrying from it to another Reshus ha'Yachid. This is a Karpaf (an open valley) that was fenced-in but not for the sake of residential occupation, and a Mavoy in which no Eruv was made.
