Here it says that those who received in Gil'ad were "ha'Nosarim." Above (verse 2), it calls those who received in Eretz Yisrael proper "ha'Nosarim"!

Malbim: 'Nosar' is always secondary. Regarding number, those who received in Eretz Yisrael were primary (the majority). Regarding strength, those who received in Gil'ad were primary.
