SUMMARY

It is permitted for the Korei to skip from one place to another in the same topic when reading the Torah.
 
It is only permitted to skip from one place to another if it is within the time it takes for the Meturgeman to translate the Pasuk.
 
It is permitted for the Maftir to skip from one place to another even to a different topic. (1)
 
It is forbidden for the Maftir to skip from one Navi to another except within Trei Asar. (2)
 
Before reading the Parshah of uv'Asar the Kohen Gadol announces, "More than I have read is written here," so that there will not be La'az on the Sefer Torah. (3)
 
Rebbi Huna Bar Yehudah says we do not bring out a new Sefer Torah for the Parshah of uv'Asar because it is a Pgam for the first Sefer Torah. (4)
 
Reish Lakish says that we do not bring out a new Sefer Torah because a new Berachah is required and it is forbidden to recite unnecessary Berachos.
 
When Rosh Chodesh Teves falls out on Shabbos we bring out three Sifrei Torah, one each for Shabbos, Rosh Chodesh and Chanukah.
 
After the Kohen Gadol completes his reading on Yom Kipur each person brings his Sefer Torah to the Azarah in order to show it off.
 
On the first night of Chol ha'Mo'ed Sukos in the year after Shemitah the King reads the Mishneh Torah.
 
A wooden Bimah is made in the Azarah for the King to sit on.

A BIT MORE

1. If it is within the time it takes for the Meturgeman to translate the Pasuk.
 
2. Because the entire Trei Asar is regarded as one Navi. However it is only permitted to skip ahead, not behind.
 
3. We do not want people to think that the reason why the Kohen Gadol reads the Parshah of uv'Asor by heart is because the Sefer Torah is missing that Parshah.
 
4. People might think that the first Sefer Torah is Pasul and that is why we brought a second Sefer Torah.
 
5. The Malchei Beis Chashmonai may not sit in the Azarah.
 
6. A king may be Mochel on his honor for a Mitzvah.

BRIEF INSIGHT

KING AGRIPAS
 
The Beraisa says that when Klal Yisrael said to Agripas that he was suitable to be King it was regarded as flattery and they were punished for it. Rashi says that Agripas was technically Kosher to be a King because his mother was Jewish, however since he was a servant it was unbecoming for him to be a King. Tosfos argues with Rashi and he says that he was not fit to be a King at all. Even though a person whose mother is Jewish is fit for all positions of authority however he is not fit to be a King. Although Klal Yisrael did not have the power to stop him from being King they should have been silent rather than flatter him. When a person flatters a transgressor because he is afraid of the person but he is not afraid of Hashem Yisbarach he is making as if the heavenly eye cannot see.

HAKHEL
 
It is a Mitzvas Aseh to gather all of Yisrael the men and women and children on every Motza'ei Shevi'is when they ascend for the Regel and to read in their ears the Parshiyos of the Torah that encourage them for the Mitzvos and strengthen their hands for the Das ha'Emes. When did the King read [Mishneh Torah]? On Motza'ei Yom Tov Rishon of Sukos, this is the beginning of Chol ha'Mo'ed, of the eighth year. The king recites in to their ears from the Ezras Nashim. He reads it while sitting and if he recites it while standing he is praiseworthy. (Rambam Hilchos Chagigah 3:1,3 )
