KIL'AYIM IN CHUTZ LA'ARETZ (Yerushalmi Orlah Perek 3 Halachah 7 Daf 20a)

(Mishnah): Kil'ayim is forbidden mid'Rabanan [in Chutz la'Aretz].

(Shmuel): This refers to Kil'ai ha'Kerem, but Kil'ai Zera'im is permitted [even mid'Rabanan in Chutz la'Aretz].

(Rav Huna): When [Talmidim] from there in the west (Eretz Yisrael) descended (here to Bavel), they said so in the name of R. Yochanan, and supported [his teaching] - "Es Chukosai Tishmoru Behemtecha Lo Sarbi'a Kil'ayim Sadcha Lo Sizra Kil'ayim u'Veged Kil'ayim Sha'atnez Lo Ya'aleh Alecha" equates Kil'ai Zera'im to Kil'ai Begadim (Sha'atnez) and Kil'ai Behemah (crossbreeding);

Just like Sha'atnez and crossbreeding, which do not depend on the land, and apply in Eretz Yisrael and Chutz la'Aretz, so Kil'ai Zera'im, even though it depends on the land, applies in Eretz Yisrael and Chutz la'Aretz.

A man seeded his field [in Eretz Yisrael] with barley and turnips [together]. Chanan Gavisa passed and uprooted them. The case came in front of Shmuel, and he praised him.

Note: Our text (Shmuel fined him; it discusses Chutz la'Aretz) is difficult. Since Shmuel permits, why is this a fine? He owes for overt damage (CHAZON ISH 10:11)!

(Beraisa): One may not work with a Yisrael with [cultivating] Kil'ayim, but one may uproot it with him, for he diminishes the Aveirah.

I changed the text, for d'Tani' connotes that we bring the Beraisa to show why he praised him, i.e. it is good to uproot Kil'ayim. Why do we need a Beraisa? A Mishnah (Kil'ayim 8:1) explicitly forbids keeping Kil'ai Zera'im, and Shekalim 1:1 says that we send Sheluchim to uproot Kil'ayim! R. SHLOMO SIRILIYO's text totally omits this Beraisa.
