Rebbi Yochanan is not arguing on the Chachamim, but rather explaining the position of the Chachamim (clearly stated by Rashi in Kedushin 80a, DH "Ain Zo"). This is how the Rambam Paskens (Hilchos Shar Avos ha'Tumah 16:3).
