I am confused by a Rashi on 61b, where he says that the Gemara'h answer that the Me'arah discussed in the Mishnah is not 'ra'ooi for diyurim' means the walls are down. In that case, far from just being limited to 2000, would a person not be limited to 4 amos only?

I am told there is a Ge'on Yaakov on this topic, yet I have no access to it. Your help is appreciated, as always.

The Kollel replies:

A person always has 2000 Amos from the location of his Eruv, if he is Koneh Shevisah with this Eruv, even if there are no walls around his Eruv.

As far as I can tell, the Ge'on Yakov only discusses whether Rav Yehonasan mi'Linul agrees with Rashi (and concludes that he does).
