The Kollel replies:
The difference is the Diyuk of Rav Yirmeyah, "She'Hu" is not exclusive and therefore we can include a Pike'ach with a "Lo Mibayei" argument. In contrast, "ve'Hu" is exclusive and a Pike'ach cannot be included.
