If I understand you correctly you are asking the question of Rav Akiva Eiger in Gilyon haShas. He asks that in actuality there is no Neder that can create a Chiyuv, and ends off with "Hash-m Ya'ir Einai."
As for Bal Te'acher, it is clear from the Pasuk that one transgresses this Lav by delaying a Korban.
