Mevu'ar ba'Rishonim sh'ein tzarich l'kabel me'ha'rav b'eizeh Halachot ma'amidim ha'Gezeirah Shavah, ela sh'mekablim me'ha'rav eizeh teivot nidrashot la'Gezeirah Shavah, v'kol echad doresh me'hem Gezeirah Shavah k'fi sichlo, eifo sh'teivot elu penuyot l'Gezeirah Shavah.

v'Hachi nami, ha'lo kibalnu sh'yesh makom li'drosh Gezeirah Shavah mi'lashon "Ketivah" (Megilah 19a, Menachos 32b), v'im ken iy lav d'mi'atei kra hacha havah darshinan "Ketivah - Ketivah" nami hacha l'ma'et ketivat ha'tzava'ot.

[TRANSLATION:

The Rishonim explain that the Kabalah of the Gezeirah Shavah from the Rav does not have to include which Halachos are derived from the Gezeirah Shavah, but only which words are used for the Gezeirah Shavah. Once a person has received that tradition, he may then derive from the Gezeirah Shavah whichever Derashah he sees fit to derive according to his own Sechel, where those words are free to be used for the Gezeirah Shavah.

Here, too, we have a tradition that a Gezeirah Shavah may be derived from the word "Ketivah" (Megilah 19a, Menachos 32b). Accordingly, if it were not for the verse that limits the Derashah here, we would have learned "Ketivah - Ketivah" here as well to be excluding the writing of the commands.]
