See Pesukim 22-24. The Navi writes in Shoftim 1:21 that they did not dispossess the Yevusi of Yerushalayim, and they were there in the days of David (Pirkei d'R. Eliezer 36)! Perhaps the Ramban is reeferring to what Hashem promised, had Yisrael not been lax in fighting them
