Why does the Torah add the word "es ha'Torah ha'Zos"?

Rambam (Hilchos Chagigah, 3:5): To teach us that the king must read it in Lashon ha'Kodesh (in the way that it is written) 1 - even though their are foreigners present (who do not understand Lashon ha'Kodesh).

What exactly did the king read?

Sotah, 41a: He read from the beginning of Devarim up until, and including the Parshah of Sh'ma, "Vehayah Im Shamo'a", "Aser Te'aser" and "Ki Sechaleh Le'aser", 1 the Parshah of 'Melech' and the B'rachos and the K'lalos.

Oznayim la'Torah (citing Rashi): Because it is the season of T'rumos and Ma'asros and Matnos Aniyim. Citing the Tur al ha'Torah, he explains that, even though Sh'mitah produce is not subject to T'rumos and Ma'asros, it is to remind people - after not having given for an entire year - to give the Matanos in the eighth year. And by the same token, he reads the Aseres ha'Dibros, to warn them not to steal and not to covet what belongs to one's fellow-Jew after a year where everything that grew in the field was Hefker.

What are the implications of "Neged Kol Yisrael" and of "be'Ozneihem"?

Chagigah, 3a: "Neged Kol Yisrael" implies that all of Yisrael should hear the king 1 when he reads the Parshah, and "be'Ozneihem", that someone who is deaf - even in one ear, 2 is Patur from attending.

It is actually Halachh le'Moshe mi'Sinai, and the Pasuk in Navi merely supports it, like the Gemara states in Sanhedrin 22b regarding a different matter. (PF).
