What are the connotations of "Chazeh ha'Tenufah" and "Shok ha'Terumah"?

Rashi (in Sh'mos 29:24): The two terms combined incorporate waving in all four directions and up and down. 1

Oznayim la'Torah: Refer to 7:32:3:2. The Torah refers to the Chazeh as 'Chazeh ha'Tenufah', because, since it is a gift from the portion of Hashem, the owner needs to wave it in the name of Hashem, who then gives it to the Kohen; whereas it refers to the Shok as 'Shok ha'Terumah' since they are now separating it from their own portion to give to the Kohen.

Why does the Torah use a Lashon Matanah ("Va'etein osam") in connection with the Chazeh ve'Shok?

Yerushalmi Yevamos, 8:1: To teach us that, like a Matanah, the Chazeh ve'Shok will never be annulled. 1
