Moshav Zekenim (from Avodah Zarah 51b): "V'Lo Yizbechu" teaches about Korbanos that were Hukdash when Bamos were forbidden. "Lema'an Asher Yavi'u... Asher Hem Zovechim" teaches about Korbanos that were Hukdash when Bamos were permitted.
