Why does the Torah add the words "Kodesh Kodashim Hi"?

R. Yehudah (Zevachim, 96b): To incorporate all Kodshim 1 in the law of Merikah and Sh'tifah.

R. Shimon (Zevachim, 96b): It includes Kodshim Kalim in the law of Merikah and Shetifah.

Do not say that it includes only Kodshei Kodoshim. Since "Osah" excludes Terumah, this implies that all Kodshim are included.

What does "Osah" come to preclude?

R. Yehudah (Zevachim, 96b): It comes to preclude Terumah from Merikah and Sh'tifah.

R. Shimon (Zevachim, 93a): It excludes blood of a Pasul Chatas from the law of laundering.
