Seeing as the Par ha'Chatas came to atone for the sin of the Golden Calf (See Rashi on Pasuk 1), and like the Par He'elam Davar - which came to atone for Avodah Zarah) it was burnt outside the camp, why was its blood placed on the Mizbe'ach ha'Olah, and not on the Mizbe'ah ha'Ketores like the Par He'elam Davar)?

Oznayim la'Torah: Because the placing of the blood also served the purpose of atoning for the Mizbe'ach ha'Olah (in case someone had donated stolen copper 1 ). Consequently, the blood had to be sprinkled specifically on it.
