What are the connotations of "Le'umas ha'Misgeres"? Where were the rings placed?

Rashi: They were soldered on to the table-legs, level with the top of the Misgeres. 1

How will we reconcile the current Pasuk, which writes that the rings were "Le'umas ha'Misgeres, with the Gemara in Shabbos, 92a, which states that when people who carry on staves, a third of the load is above their shoulders - in which case, the rings ought to have been a third of the way down from the top?

Moshav Zekenim (in Pasuk 12): Perhaps "Le'umas" means that they were outside the legs, and not inside. 1

Oznayim la'Torah: Because when they traveled, the loaves remained on the Shulchan, in which a third of the way from the top would have been on the loaves - where they could obviously not arrange the staves.

Moshav Zekenim (in Pasuk 12): It is normal to carry a third of the weight above the shoulder. And by the same token, the rings were placed close to the top, since most of the weight of the Shulchan was on top (PF).

However, this clashes with Rashi, who explains that they were placed corresponding to the top of the Misgeres..
