(1) TOSFOS (DH Tana d'Vei Rebbi Yishmael) writes that Tana d'Vei Rebbi Yishmael derives the Tevilos the same way as Rebbi Yehudah does. Tana d'Vei Rebbi Yishmael mentions his Kal v'Chomers only to show that in truth they are *insufficient*, for each Kal v'Chomer has a Pircha (either because of "Kaparaso Merubah" or because of "Nichnas Bifnim").
(2) The verse implies that the reason for the Tevilah is because the garments are Bigdei Kodesh. This teaches that both changing from Bigdei Zahav to Bigdei Lavan *and* changing from Bigdei Lavan to Bigdei Zahav require Tevilah. (Rashi)
