IS DEW EVER WITHHELD? (Yerushalmi Halachah 1 Daf 1b)

כשם שתחיית המתים חיים לעולם כך ירידת גשמים חיים לעולם.

(a)

Just like Techiyas ha'Mesim is life for the world, so rain falling is life for the world. (Therefore we mention it in the Brachah of Techiyas ha'Mesim.)

ר' חייה בר בא שמע לן מן הדא [הושע ו ב ג] יחיינו מיומים ביום השלישי יקימנו ונחיה לפניו ונדעה נרדפה לדעת את ה' כשחר נכון מצאו.

(b)

(R. Chiya bar Ba): We learn [that we mention in Techiyas ha'Mesim] from "Yechayeinu mi'Yomayim ba'Yom ha'Shelishi Yekimenu v'Nichyeh Lefanav; V'Nede'ah Nirdefah La'da'as Es Hash-m k'Shachar Nachon Motza'o [v'Yavo k'Geshem Lanu].''

כתיב [מלכים א יז א] ויאמר אליהו התשבי מתושבי גלעד אל אחאב חי ה' אלהי ישראל אשר עמדתי לפניו אם יהיה השנים האלה טל ומטר כי אם לפי דברי.

It says "va'Yomer Eliyahu ha'Tishbi mi'Toshvei Gil'ad El Achav Chai Elokei Yisrael Asher Amadti Lefanav Im Yihyeh ha'Shanim ha'Eleh Tal u'Matar Ki Im l'Fi Devari'';

ר' ברכיה אמר רבי יוסה ורבנין חד אמר בין על הטל בין על המטר נשמע לו וחורנה אמר על המטר נשמע לו ועל הטל לא נשמע לו

R. Berachiyah said that R. Yosah and Rabanan argued about this. One said that both regarding dew and rain, [Hash-m] heeded him (withheld them), and the other said that He heeded him about rain, but did not heed him about dew.

מאן דאמר על המטר נשמע לו ועל הטל לא נשמע לו מן הדין קרייא [שם יח א] לך הראה אל אחאב ואתנה מטר על פני האדמה

The one who said that He heeded him about rain, but did not heed him about dew, learns from "Lech Hera'eh El Achav v'Etnah Matar Al Pnei ha'Adamah'' (He did not mention dew, for it was not withheld.)

Question: The one who said that He heeded him both about dew and about rain, when was the vow about dew permitted?

א''ר תנחום אדרעיא סברין מימר נדר שהותר (מכללו) [צ''ל מקצתו - אור לישרים] הותר כולו.

Answer #1 (R. Tanchum Edraya): He holds that a vow that was partially permitted is totally permitted.

Answer #2: [The vow about dew was permitted in the episode] with the Tzarfis' son;

(R. Yudah bar Pazi): [A parable for this is] one who stole the doctor's bag. When he was leaving, his son got wounded. He returned it to him and said "my master the doctor - heal my son!'' He said, return my bag, for all kinds of cures are in it, and I will heal your son;

כך אמר לו הקדוש ברוך הוא לאליהו [דף ב עמוד א] לך והתר נדרו של טל שאין המתים חיים אלא בטללים ואני מחיה בנה של צרפית.

So Hash-m said to Eliyahu - go permit the vow of dew, for the dead rise only through dews, and I will revive the Tzarfis' son.

ומניין שאין המתים חיים אלא בטללים שנאמר [ישעי' כו יט] יחיו מתיך נבלתי יקומון הקיצו ורננו שוכני עפר כי טל אורת טלך וארץ רפאים תפיל

What is the source that the dead rise only through dews? It says "Yichyu Mesecha Nivlasi Yekumun Hakitzu v'Ranenu Shochnei Afar Ki Tal Oros Talcha v'Eretz Refa'im Tapil.''

Question: What does it mean "v'Eretz Refa'im Tapil''?

Answer (R. Tanchum Edraya): The land will expel [the dead] deposited in it.

(R. Yakov of the village Chanan, in the name of Reish Lakish): When Avraham their ancestor did My will, I swore to him that I will never withhold dew from his children;

מה טעמא [תהילים קי ד] נשבע ה' ולא ינחם אתה כהן לעולם וכתיב תמן [שם ג] לך טל ילדתך.

What is the source? "Nishba Hash-m v'Lo Yinachem Atah Chohen l'Olam'', and it says there "Lecha Tal Yaldusecha.''

(R. Shmuel bar Nachman): At a time when Yisrael come to Aveiros and bad deeds, and rain is withheld, they bring a Chacham like R. Yosi ha'Gelili and he petitions for them, and immediately rain falls. However, dew does not descend due to any creation.

מה טעמא [מיכה ה ו] אשר לא יקוה לאיש ולא ייחל לבני אדם.

What is the source? "[K'Tal...] Asher Lo Yikaveh l'Ish v'Lo Yeyachel li'Vnei Adam'' (i.e. it is not even due to a person's Tefilah).
