Answer: This is the style of Mishnayos. In Avodah Zarah (35b) it says "these matters [of Nochrim], one may not eat them - pickled foods in which they normally put wine...", and the Seifa (39b) teaches "these matters, one may eat them - pickled foods in which they do not normally put...";

In Chulin (54a), it taught "these are Kosher", and some of them we know from the Reisha!

Question: We should resolve from the Reisha that we discuss when it was tied from before Shabbos, since it needed to teach "when it is tied";

Even without [teaching] this, we know that we discuss when it is tied [now], for if it is not tied, obviously it is forbidden, lest it fall and he come to carry it, like it says here "if you will say..."! Rather, surely the Mishnah means "when it is tied from before Shabbos"!

Answer: We cannot learn from the Reisha. Just the contrary, one might have thought that it taught "when it is tied", to [permit] even if it was tied on Shabbos;

Had it not taught this, one might have thought [to permit] only when it was tied from before Shabbos, but not if it was tied on Shabbos. "When it is tied" teaches that this is not so! Therefore, we infer from the Seifa.

Implied question: We should forbid, because one may move a Kli [on Shabbos] only for something that one may move!

Answer: An animal is considered something that one may move, since he can pull it and lead it anywhere.

Answer: There we discuss sacks. The animal can be harmed (if they are not removed). However, it cannot be harmed due to the Ukaf, therefore they did not permit.

However, "for milk" he does not want that they will be dry. He does not put it tightly [on the udder]. We can say (perhaps the text should say like in Tosfos ha'Rosh "there is concern") perhaps it will fall and he will come to carry it.
