SUMMARY

1. The Tana Kama says that the bones, tendons, horns, and hoofs of a Korban must be brought on the Mizbe'ach even if they are no longer attached to the Korban.
 
2. Rebbi says that the bones, tendons, horns, and hoofs of a Korban must be brought on the Mizbe'ach only when they are attached to the Korban.
 
3. Rabah says that according to Rebbi, if the bones, tendons, horns, or hoofs of a Korban became detached from the Korban prior to the Zerikas ha'Dam, they may be used by the Kohanim even for non-Hekdesh purposes. Rebbi Elazar disagrees.
 
4. There is a Chiyuv Me'ilah for the bones of Kodshei Kodashim, other than those of an Olah, prior to the Zerikas ha'Dam. After the Zerikas ha'Dam, there is no Chiyuv Me'ilah.
 
5. If any of the Pesulim which had been placed on the Mizbe'ach were subsequently displaced from the Mizbe'ach, or a coal was displaced from the Mizbe'ach, they may not be returned to the Mizbe'ach.
 
6. If the limbs of an Olah which were placed on the Mizbe'ach had not yet been completely consumed by the fire and they became displaced from the Mizbe'ach, they must be returned to the Mizbe'ach even after midnight.
 
7. If the limbs of an Olah which were placed on the Mizbe'ach had hardened completely by the fire without turning into ash and they became displaced from the Mizbe'ach prior to midnight, they must be returned to the Mizbe'ach, and they are subject to Me'ilah.
 
8. The Kohen performs the Terumas ha'Deshen every day at about the time that the rooster crows, with the exception of Yom Kippur, when he performs it at midnight, and the Regalim, when he performs it a third into the night.

A BIT MORE

1. However, if one of these items was displaced from the Mizbe'ach, it may not be returned to the Mizbe'ach.
 
2. If one of these items became detached from the Korban, even if it was placed on the Mizbe'ach it must be removed.
 
3. Since, at the time of the Zerikas ha'Dam, these items were no longer fit to be brought on the Mizbe'ach, the Zerikas ha'Dam permits the Kohen even to make a knife handle from them. However, according to Rebbi Elazar, if they became detached prior to the Zerikas ha'Dam, they are subject to Me'ilah and one is forbidden to benefit from them.
 
4. However, in the case of an Olah, if the bones became detached from the Korban prior to the Zerikas ha'Dam, there is no Chiyuv Me'ilah. If they became detached after the Zerikas ha'Dam, there is always a Chiyuv Me'ilah, according to Rabah. According to Rebbi Elazar, if they became detached prior to the Zerikas ha'Dam, there will always be a Chiyuv Me'ilah, and if they became detached after the Zerikas ha'Dam, there is no Chiyuv Me'ilah, but one is forbidden mid'Rabanan to benefit from them.
 
5. Any of the Pesulim, for which the law is that they may not be removed once they have been placed on the Mizbe'ach -- or the bones, tendons, horns, or hoofs of a Korban which were attached to the Korban -- which became displaced from the Mizbe'ach, may not be returned.
 
6. However, if they were completely consumed and turned into ash and then became displaced from the Mizbe'ach, they should not be returned to the Mizbe'ach even prior to midnight.
 
7. However, if they became displaced from the fire after midnight, they should not be returned to the Mizbe'ach, and they are not subject to Me'ilah. They are considered to have been consumed by the fire, and the Mitzvah has been completed, and thus there is no Me'ilah.
 
8. On Yom Kippur, the Terumas ha'Deshen is pushed up to midnight because of the weakness of the Kohen Gadol who must do all of the Avodah during the day. On the Regalim, it is pushed up even earlier because of the massive amount of Korbanos which are brought, creating an abundance of ash which needs to be pushed into the mound in the middle of the Mizbe'ach.
