Why would Rav Yosef say that a dream affects a blind person more so than a sighted person?

The Kollel replies:

The Gemara means, as Rashi explains, that even though a blind person does not generally experience as much joy as one who can see, nevertheless the joy that he does experience when he has a good dream is still enough be considered a fulfillment of the joy that the dream signified.
