What are the connotations of u'Shemartem? va'Asisem"?

Rashi: "u'Shemartem" refers to learning the issues, and "va'Asisem", to practicing them. 1 This teaches us that whoever does not learn Torah connot fulfil it. 2

Moshav Zekenim #1 (citing Bava Metzi'a 17a): Learning has precedence over fulfilling Mitzvos. However, fulfilling Mitzvos has precedence over teaching others. 3

Moshav Zekenim #2: Anyone who is not learned cannot do [such] proper deeds. A Bur (crude person) cannot fear sin, and an ignoramus cannot be a Chasid (Avos 2:6).
