Gur Aryeh: To what two miracles does this refer? The hail itself was miraculous, the likes of which had never happened before. The second miracle was that the water and fire co-existed.

Seforno (to 9:23): Which due to the same swiftness of the hail, descended down towards the earth.

What does "Mislakachas b'Soch ha'Barad" mean?

Hadar Zekenim (citing the Pesikta): It means that they formed a sort of mixture.

Targum Yonasan: It means that the fire jumped about inside the hail.

3.

Chizkuni: It means that after the hail struck someone, the fire took him (Lokcho) and burned him.

Ba'al ha'Turim: It means that sparks and light came out. 1
